Republican Greg Abbott has set lofty goals for public education in Texas and as governor would aim to achieve them without a big new infusion of tax dollars, the candidate’s first detailed education proposal suggests.

For months, Abbott had offered little about his plans for public education beyond the objective of making Texas “No. 1,” even as state Sen. Wendy Davis, Abbott’s Democratic opponent, made the issue a central component of her campaign.
