In his State of the State speech, Governor Greg Abbott designated ethics reform as one of his five emergency items. Governor Abbott listed the goals he has regarding ethics reform:
- Increase government transparency
- Reduce conflicts of interest among Texas lawmakers
- Empower citizens to hold state officials ethically accountable
- Eliminate loopholes allowing legislators to vote on legislation in which they may financially benefit
